Providence - Rhode Island OSHA Safety Training - State Requirements

Rhode Island is not a “state-plan” state; that is, it does not have a federally approved occupational safety and health program. Consequently, occupational safety and health in the private sector workplace is governed by the federal Occupational Safety and Health (OSH) Act. There is no state law that governs workplace safety in the public sector (state and local agencies, school systems). Source: OSHA Directorate of State Plans

Rhode Island Requires OSHA Construction Training
According to Rhode Island General State laws, Chapter 37-23-1 requires OSHA 10hr safety awareness training for construction workers and supervisors:

  • All workers who perform work on municipal and state construction projects with a total project cost of one $100,000 of more to OSHA10-hour certification. Workers are also to carry the card on their person at all times while work is actually being performed.
  • Any employee required to complete the OSHA 10-hour construction safety program who has not completed the program will be subject to removal from the worksite, if the employee does not provide documentation of having completed such program by the 15th day after the date the employee is found to be in noncompliance.
  • The state may also assess a civil penalty of up to $2,500; in addition, such an employer shall be assessed a civil penalty of $100 per employee for each day of noncompliance.

For other jobs in Rhode Island, some companies require their employees to take OSHA training in order to be qualified to perform certain duties. However, whatever industry you work for in Rhode Island - taking an OSHA Training Course is a low cost investment that rewards you with essential job safety practices that could one day possibly save your life. Most workplace accidents and injuries are preventable, so take a proactive step towards your workplace safety.

The U.S. Bureau of Labor Statistics (BLS) - State Occupational Injuries, Illnesses, and Fatalities (IIF) Program - provides annual information on the rate and number of work-related injuries, illnesses, and fatal injuries, and how these statistics vary by incident, industry, geography, occupation, and other characteristics. This data is collected through two BLS programs:

  • SOII - BLS Survey of Occupational Injuries and Illnesses
The SOII provides estimates for nonfatal cases of work-related injuries and illnesses from 46 States and Territories that are recorded by employers under the Occupational safety and Health Administration's (OSHA's) recordkeeping guidelines.
  • CFOI - BLS Census of Fatal Occupational Injuries
The CFOI publishes data on fatal cases of work-related injuries for all States, Territories, and New York City.

Rhode Island OSHA Top Fatal and Nonfatal Injuries and Illnesses

According to latest data, the leading cause of workplace fatalities in Rhode Island was in the construction and extraction occupations (Source). Among these, construction laborers, first-line supervisors, and managers of construction trades and extraction workers, roofers, carpenters, and electricians experienced the most fatalities.

For more information, OSHA has a webpage that provides information about the top four hazards of the construction industry that lead to fatalities: falls, struck-by and caught-in/between, electrocal incidents, and trenching and escavation; solutions that can reduce the risk or frequency of these incidents; articles and resources; and references to existing regulations.

As with most states, the leading causes of private sector worker deaths (excluding highway collisions) in the construction industry were falls, followed by electrocution, struck by object, and caught-in/between.

Falls deaths are preventable by a safety training class that covers 29 CFR 1926.500 - Subpart M – Fall Protection and deals with both the human and equipment-related issues in protecting workers from fall hazards.
